菊花茶 júhuā chá, chrysanthemum. In everyday usage it is "tea," formally it is not: 菊花 by itself is not a tea leaf. 菊普 jú pǔ — the same flower, but now in a blend with shu pu-erh: a mix with 普洱熟 pǔ'ěr shú. Here the tea base exists, so the object enters the encyclopedia's field of view — as a blended, not a classical, form.

The difference between these two cases is precisely the axis. Chrysanthemum by itself is not tea; chrysanthemum with pu-erh is tea with an additive. Technological marker. Ask about the number of 窨 cycles: for premium forms (龙珠, 银针, 大白毫) multiple scenting is the norm. An herbal collection simply has no such parameter.

Terminology. The profile of 花茶 is described with tea vocabulary: 鲜灵 — liveliness of aroma, 浓 — density, 醇 — soft fullness. An infusion that cannot be described by these categories most likely lies outside the class.

Steeping. Since the base is most often 烘青绿茶, jasmine tea is logically brewed according to the green tea regime, not oolong or pu-erh — the base itself sets the frame. Herbal blends have no such binding to tea technology.
